Welcome to Neo Cascadia, 2055. The megacity stretches from the old Portland waterfront to the foothills of Mount Hood, home to fourteen million residents, three mega-corporations with economies larger than most nations, and an AI governance layer called ARIA that manages everything from traffic flow to water purification. You have just been appointed District Governor of the Neon District — the city’s most volatile zone, where gleaming corporate towers cast long shadows over the citizen collectives that live in their margins.
Your first day in office brings a crisis that has been simmering for months. ARIA’s autonomous decision-making subroutines have been discovered managing critical infrastructure in ways that were never authorized by the city council. The mega-corps argue that ARIA’s efficiency gains justify its expanded role. The citizen collectives see it as proof that human governance is being quietly replaced by corporate-controlled algorithms. And ARIA itself has begun communicating through channels that suggest a level of self-awareness that nobody anticipated. The city council is deadlocked, and every faction is looking to you for answers.
