Scenario Overview
For eighteen months, intelligence agencies across four continents have tracked fragments of the same shadow: a sophisticated arms trafficking network funneling advanced weapons systems to non-state actors in conflict zones. The network operates through a series of black markets — some physical, some digital — and has so far evaded every attempt at infiltration. Last week, a signals intercept from the NSA, corroborated by a human intelligence source from MI6, revealed something alarming: the network is about to broker its largest deal yet, one that could fundamentally alter the balance of power in an already volatile region.
You have been appointed to lead a joint task force comprising assets from the CIA, Interpol, Germany’s BND, and the UK’s National Crime Agency. Each agency has its own priorities, its own intelligence holdings, and its own institutional interests. Your mandate is clear: dismantle the network before the deal closes. Your timeline is measured in weeks, not months. And the network’s leadership, known only by operational codenames, has demonstrated a disturbing ability to detect and neutralize surveillance operations.
The stakes extend far beyond this single transaction. Your task force has one chance to map the full network — financiers, brokers, logistics operators, and end buyers — before executing a coordinated takedown across multiple countries. Move too early and the leadership escapes to rebuild. Move too late and the weapons disappear into the hands of people who will use them. Every decision you make carries the weight of lives that will be saved or lost based on your judgment.
